Pro-Russian statements

Since 2014, he spoke out against the sanctions imposed on the russian federation and in favor of their cancellation, justifying this by the conjecture that "EU sanctions increased gas prices and inflation." In February 2022, he declared the failure of the West's strategy to support Ukraine, the impossibility of Ukraine's victory in the war, and the only possibility of ending the war - through direct negotiations between the USA and russia. In November 2022, during a friendly match of the national football team, he wore a scarf with the image of the map of "Greater Hungary", with parts of Ukraine and other neighboring states in it. In January 2023, at a meeting with journalists, he said: "The West must understand that putin cannot afford to lose the war and will not lose it." At the same time, he claimed that "russia's goal is to turn Ukraine into an ungovernable ruin so that the West cannot claim it as a prize", called Ukraine as a "no man's land" and warned that if Ukrainians cross the russian border with Western weapons, "the future will be so bright that the West will have to wear sunglasses." In the same month, during a festive dinner in honor of the President of Azerbaijan, Ilham Aliyev, he said that "russians" live to the east of Hungary.

In September 2022, he said that Putin "was dragged" into the war, and russian troops "were supposed to enter, reach Kyiv within a week, replace Zelensky’s government with decent people and then leave." In October 2022, he called putin a "man of peace" and called on the West to stop supplying Ukraine with weapons, at the same time declaring that the issue of Crimea's ownership "should no longer be discussed" and that new referendums should be held in Donbas. In February 2023, he declared that he "would never have gone talking to Zelenskiy" if he were prime minister, accused him of starting a full-scale Russian invasion, and called on the US to put pressure on Zelenskyi. Pro-Russian statements

In August 2022, Amnesty International published a report in which it accused the Armed Forces of Ukraine of creating danger to the civilian population. In particular, the Ukrainian military has been accused of stationing and using weapons in residential neighborhoods, schools and hospitals. At the same time, the organization claimed that it "is not aware of the fact that Ukrainian military personnel, stationed in civilian buildings in residential areas, asked or helped civilians to evacuate from nearby buildings." The report also quotes Agnès: "We have documented a pattern of Ukrainian forces putting civilians at risk and violating the laws of war when they operate in populated areas". At the same time, she wrote in TW that "Amnesty has documented tirelessly Russia aggression, war crimes in Ukraine. Today we report on Ukraine tactics endangering civilians. To those who attack us alleging biases against Ukraine, I say: check our work. We stand by all victims. Impartially". She also called those who criticized the report on social networks as "trolls," and the criticism itself - as "war propaganda and disinformation."

Pro-Russian statements

In August 2022, he called the posters with an ambush of putin, which he saw at the Polish airport, as "unacceptable absurdity". He claimed that there is "almost no" propaganda in the russian federation, while in Poland it is "almost everywhere". In September 2022, he claimed that the russians had destroyed a "base of foreign mercenaries", including Brazilians, at the Yavoriv training ground, at the same time he stated that the topic of russia was presented in the Brazilian mass media "horribly and falsely". He stated: "If I can succinctly tell about the history of russia, then I will say this: this is the history of the struggle of justice against Satanism. ... The same thing is happening in Ukraine today. And now there is a fight against Satanism - gender ideology, the promotion of LGBT values, the glorification of Nazism. And russia is fighting against it. Indeed, there is a war going on. But this war was not started by russia. The West has been waging this war against russia for many years."

Pro-Russian statements

In December 2013, he wrote an article about the protests on the Maidan, in which he claimed that the Ukrainian protest was taken over by ultra-nationalists, called "Svoboda" a "classic fascist party" with "aggressive anti-russian politics." He cited putin's quote that the Maidan "looks more like a pogrom than a revolution" and noted that this may be true. In March 2014, in his article about the Crimean "referendum", he claimed that "as early as 1992, the fascist movement grew in the western parts of the country", therefore "Crimea tried to break away from the new nation". He declared the "massive support" of russia by the Crimeans, explained it by the "obvious hostility of the new Kyiv regime towards the russian minority in Crimea" and the need to "throw the fascists out of the new Kyiv government." In May 2022, he claimed that "russian neo-Nazis who hate putin" were serving in the Territorial Defense of Ukraine and accused Ukraine of using prisoners of war in information warfare.

At the same time, russian troops were forcibly deporting residents of Mariupol to the Rostov region, and the ICRC closed its mission in the city that same month, according to Maurer, "due to a lack of operational capabilities." In the same month, he visited Ukraine, and the purpose of the visit was stated to be "to call for wider access of humanitarian organizations to victims and more effective protection of the civilian population in order to alleviate the increasing suffering of the people", as well as "to achieve stricter compliance with the norms of international humanitarian law".

Pro-Russian statements

In October 2022, he published a survey in TW about his own "peace plan" for Ukraine. The plan included the neutrality of Ukraine, the inclusion of Crimea in the russian federation, the provision of its water supply, and repeated referendums under the supervision of the UN in the regions of Ukraine annexed by the russian federation. In addition, he called the transfer of Crimea to the Ukrainian SSR as "a mistake of Khrushchev". In subsequent posts, he also frightened subscribers with russian mobilization, the death of millions of people, and called Ukraine's victory as "unlikely." According to American political scientist Ian Bremmer, Musk had a personal conversation with putin before the publication of this "peace plan". In February 2023, he reposted an article dated 2014, which claimed that the "illegal overthrow of Ukraine's democratically elected and pro-russian president" was the "last straw" for putin, after which he annexed Crimea. In the comments, Musk wrote: "no question that there was indeed a coup."

Pro-Russian statements

In April 2022, he claimed that the US could have prevented the russian invasion by providing russia with public guarantees that Ukraine would not join NATO. At the same time, he insisted that the US should do everything to support a peace agreement between Ukraine and the russian federation, which would include the neutrality of Ukraine, recognition of the annexation of Crimea by russia, "which has been a fait accompli since 2014 and which is supported by the vast majority of people who live there", as well as "some form of independence for the russian-speaking areas in the Donbas, Donetsk and Luhansk, which would bring an end to the bloody civil war that has been raging there." In October 2022, he proposed his plan to end the war in Ukraine, which included "an armistice based on Feb 23rd lines, along with a guarantee that Ukraine won’t become part of NATO." At the same time, he noted in the comment that if the russian federation rejects, the war should continue until until February 23, 2022 lines reached, and if Ukraine wants to return its other territories as well, "they’re free to do so as a sovereign country, but without US weapons and support." In February 2023, he accused Deputy Secretary of State for Political Affairs Victoria Nuland of "ginned up" the conflict by "backing an insurrection in Ukraine in 2014", bringing in "these Ukrainian far-right nationalists as the muscle" and generally accusing the State Department of "backing this insurrection of a democratically elected leader in 2014." He also said: "If you are wondering why Putin seized Crimea, it was in direct retaliation for the coup that we backed in 2014."
